The project for the quality management and data applied platform building of motorcycle exhausted emission inspection station

It has been 11 years since the implementation of regular motorcycle exhaust inspections. This year, for the first time, the project would be performed by none-ITRI bodies (Industrial Technology Research Institute). This represents an indicative step forward for the Environmental Protection Administration and the national regular motorcycle exhaust inspection system. The most important task of this project is to re-establish the hard and software of the regular inspections, and extent its functions. This is not only to ensure smooth connection with the present system, but also to improve the general service efficiency. The main routines of the project include checking and managing the inspection stations; staff training; amending or extending existing legislations; verifying and remitting inspection subsidies applications; the operation and maintenance of the vehicle registration and inspection database; statistics and subsequent analyses of the regular inspections; and evaluations of the project’s implementation in each city and county. During the project, unsatisfactory inspection stations are picked out, and out of the 2,346 inspection stations, 126 are selected for observation, general inspections and actual vehicle inspections are performed, and training is provided in north, centre, and southern Taiwan, as by the regulations of the Environmental Protection Administration, reinforcing on-the-job training of inspection staff. As for the current inspection stations establishment and management regulations, it is suggested that the vehicle inspection system of traffic supervision and management organizations be used as reference, using a contract commission system for the inspection operations, thereby effectively solving the present lack of exit procedures for inspection stations. The subsidies censored this year total over NT$530,000,000, the application failure rate is around 2%, fall-throughs are often due to incomplete documentation or repeated application. In terms of the database, nationwide instant information-sharing shall be established, information is to be backed up simultaneously by the mainframes at the Environmental Protection Administration. Furthermore, yearly software approval procedures will force software providers to reinforce their data transmission security accordingly. Inspection batch comparisons, inspection data corrections, PDA systems for outdoor inspections, reminder and indictment data filing systems are all functions that answer the motorcycle management needs of environmental protection organizations, effectively reducing procedure times and management costs. Vehicle registration information needs to be constantly updated, obsolete registrations of every city and county need to be reported and organized, and inspections need to be uploaded daily for effective management; the uploading rate of 2007 was 99.66%. The practical functions of the various systems have helped create the highest national inspection numbers and rates ever (75.28%); the inspection rate in particular has increased by 8% compared to 2006.
